I am directed by the Secretary of State to refer to your letter of the 6th January last, regarding the application of Mr. R. M. Joseph of Shanghai for an imperial certificate of naturalization and to say for the information of Secretary Viscount Milner that on the facts stated he seesho reason to dissent from the view expressed by the Foreign Office or for making an exceptin from the general rule laid down in the Colonial Office Circular Despatch of the 28th April 1915 to the effect that an applicant for a certificate of Imperial nationality under Section 6 of the British Nationality and Status of Aliens Act of 1914 should be resident in that part of
